Looks like the civil engineers have left the work in between. This is the Storseisundet Bridge in Norwaywhich connects mainland Romsdal peninsula to the island of Averoya. On seeing this picture it looks like the vehicles will have a steep fall but actually its just the way this picture is being taken. The bridge is complete and operational.
